Minutes of a meeting of the Parish Council held on Thursday 1 November 2018 in Church House, Widecombe
Present: Councillor Newbolt-Young (Chairman), Booty, Hassell, Lomax, Morley, Routley and Southcombe

4349 APOLOGIES FOR ABSENCE

There were no members of the public present.
4351 DECLARATIONS OF INTEREST & REQUESTS FOR DISPENSATIONS
Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and to declare any disclosable interests, including the nature and extent of such interests they have in any items to be considered at this meeting. Unforeseen requests for a Dispensation to be considered at this point only if there was no way a Councillor would have been aware of such before the meeting. There were no other declarations of interest.
4352 RATIFICATION OF MINUTES
Members received the minutes of the Parish Council meeting held on 4 October 2018 which were approved and signed by the Chairman as a true and correct record.
4353 POLICE REPORT
In the last two months, 12 incident reports were made. 9 of these were traffic related. 6 of these 9 reports concerned farm animals on the highway in the Poundsgate area. 2 crimes were recorded. A hired digger was stolen from a building site in mid-September. A parked and unattended car was broken into at Spitchwick at about 10.30am on 31 October and a handbag stolen. The police also received a report on 18 October that farm gates had been removed but they were found thrown in a stream nearby.
4354 COUNTY COUNCILLOR’S REPORT
Cllr Gribble informed members that he will be meeting with Cllr Routley about the buddle holes etc. He also advised that the fencing at the cattle grid between Widecombe and Bovey Tracey has been temporarily repaired and will be permanently repaired in due course.
4355 DISTRICT COUNCILLOR’S REPORT
Cllr Jeffery was unable to attend the meeting but advised that DNPA are consulting on their Local Plan and various local drop-in events are planned prior to Christmas.
4356 DELEGATES REPORTS
None.
4357 MATTERS ARISING
(a) Widecombe Village Hall
No report or update.
(b) Community Housing Project
Having met with TDC’s Housing Enabling Officer, Mary Ridgway, prior to this meeting, members discussed the following matters which had arisen in that meeting:
• Terms of Reference – it was agreed that the proposed terms of reference would be discussed in January’s meeting with a view to adopting them.
• Local Lettings Policy – it was agreed to discuss the Local Lettings Policy in January’s meeting.
Members to send their comments on the Local Lettings Policy to Cllr Hassell to collate and send to Mary Ridgway for comment prior to the meeting.
• Community drop-in event – it was agreed that this should be arranged for early January with a dedicated session for residents of Brook Lane.
(c) Parish Field
(i) Members retrospectively approved the additional maintenance work in the Parish Field which had been commissioned by Cllrs Hassell and Booty following their meeting with the contractor. The total cost of the work was £855.90.
(ii) Members noted that other areas of the field required attention: there is a lack of water feed to the trough in the field and there are areas where the posts have rotted off and wire has lost tension. It is believed that the fence is being climbed to access water. Members discussed whether the Parish Council should consider selling the Parish Field. The clerk was asked to establish whether there are any covenants on the field.
(iii) It was agreed that the grazing licence should be advertised to begin on 1 April and to run until 30 November. All tenders will be considered by members in their meeting on 1 March. It was agreed that a 50% refund should be given to the current tenant as she was unable to use it for 4 months whilst the fencing was in disrepair.
(d) Land Registry searches on land in the parish No update.
(e) Local Plan Consultation
Members noted the date of the Parish Council workshop on December which Cllrs Lomax and Southcombe will be attending. Dates of the local drop-in events were also noted. The consultation
period runs between 3 December and 4 February 2019 and members would be invited to comment in January’s meeting.
4358 PLANNING
(a) New applications/appeals
(i) 0548/18 – Remove metal roof and replace with natural slate, installation of new rooflights, removal of existing and addition of new extension and erection of timber framed garage/car port at Bowden Barn, Widecombe-in-the-Moor Members agreed to support this application on the grounds that the roof lights will not affect the visual impact and the modifications are sympathetic to the property.
(b) Decisions
(i) 0439/18 – Construction of new dwelling (under National Planning Policy Framework para.79), field at Southcombe Cross, Widecombe
Members noted that DNPA has refused to grant planning permission
(ii) 0447/18 – New gable end roof extension to existing asymmetric hipped roof, new rooflight and side window, Rogues Roost Cottage, Poundsgate Members noted that DNPA has granted conditional planning permission. The clerk was asked to query with DNPA whether this replaces the previous grant.
(iii) 0257/18 – Siting of a temporary agricultural dwelling, Blackdown Piper, Widecombe-in-the-Moor Members noted that DNPA has granted conditional planning permission.
(iv) 0457/18 – Erection of agricultural workers dwelling, Blackdown Piper Farm, Widecombe-in-the-Moor Members noted that DNPA has granted conditional planning permission.
(v) 0454/18 – Replacement bungalow, Top Lodge, Ponsworthy
Members noted that DNPA has granted conditional planning permission.
4359 FINANCE AND GOVERNANCE
(a) Payments
Members received and approved the following payments:
▪ Cheque no 000995 - Clerk’s salary and disbursements (November & December) - £452.04
▪ Cheque no 000996 - Mick Clare (Parish Field fencing repairs) - £855.90
4360 HIGHWAYS
There were no new issues.
4361 CORRESPONDENCE
None.
4362 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
Cllr Southcombe advised that she would be attending the DNPA Forum meeting on 23 November. Cllr Routley advised Leusdon Hall now has its own defibrillator. Members noted that the BBC will be filming in the parish again on 11, 12 & 13 November.
There being no further business, the Chairman closed the meeting at 8.30pm.
