There were no comments.
4309 DECLARATIONS OF INTEREST & REQUESTS FOR DISPENSATIONS
Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and to declare any disclosable interests, including the nature and extent of such interests they have in any items to be considered at this meeting. Unforeseen requests for a Dispensation to be considered at this point only if there was no way a Councillor would have been aware of such before the meeting. There were no declarations of interest or requests for dispensation.
4310 RATIFICATION OF MINUTES
Members received the minutes of the Parish Council meeting held on 7 June 2018 which were approved and
signed by the Chairman as a true and correct record.
4311 POLICE REPORT
PC Dudley was unable to attend the meeting but sent the following written report:
8th June – 5th July 2018
6 incident reports were made. 3 of these were reports of highway disruptions. The most serious of which was a single vehicle collision between Bel Tor Corner and Poundsgate at 1630 hrs on Sunday 24th June. Both driver and passenger sustained injuries and were treated at Torbay Hospital. 3 crimes were recorded. One of these was a Crime of Arson, a wooden farm gate was removed and set fire to
on moorland on 11th June. A theft from an unattended car occurred during the late afternoon on 22nd June at a roadside parking area near Holwell.    My next Police Surgery is at Ashburton Information Centre at 10am on Tuesday 10th July. I can be contacted at Conway House, Ashburton via the central no. 101. Alternatively, the totally confidential Crimestoppers no. 0800 555111 can be used to pass information to the Police. 4312 COUNTY COUNCILLOR’S REPORT
Cllr Gribble informed members that the land adjacent to Coombe was unregistered. He agreed to make further enquiries as to whether DCC can take any action. With regard to damage of Newbridge, DCC has obtained footage from the CCTV camera and they believe they can identify one culprit from damage which occurred on 3 July. There was also an incident which occurred in mid-June involving a large tractor and trailer. Steps will be taken to try a make a positive identification.

4314 DELEGATES REPORTS

4315 MATTERS ARISING
(a) Widecombe Village Hall Steering Group
Members received a presentation from members of the Widecombe Village Hall Steering Group advising that the feasibility study has just been completed and would be published the following day. One of the main considerations going forward will be funding. Members were advised that various grants are available but one major source of funding would more than likely have to come from a PWLB loan which the Parish Council would have to apply for. A loan of £100,000 would equate to a council tax increase of around £18 per year for an average Band D property. It was noted that Widecombe’s precept is comparatively low though a concern was raised about how residents of Leusdon might feel about paying for a new hall when they already have a hall of their own. Questions were also asked about the potential income of a new village hall and whether the figures set out in the feasibility study were realistic. The Steering Group were confident that the income projections are achievable but agreed that the report could offer more clarity. The Steering Group members advised that there will be an open day on Hayes Field for members of the public to attend and view the feasibility study. A vote will be held on 26 July to ascertain whether the Steering Group should continue with its investigations. The Chairman thanked the group, led by Yvette Elliott, for all the work it had carried out and reaching the position they are now in.
(b) Community Housing Project
Cllr Hassell informed members that a meeting of the Steering Group and Teignbridge District Council had been arranged for 9 July. It is the intention of the Group to submit a pre-app by the end of the summer. It was agreed that the Steering Group should maximise the potential of the site.
(c) Maintenance of hedge and bank adjacent to leat opposite the tennis court It had been agreed at item 4312 that Cllr Gribble would continue to investigate whether there are any solutions to this problem.
(d) Consideration of registration of unregistered parcels of land in the parishCllr Fenton advised that he had not yet had the opportunity to explore this further. Concerns were expressed about the increased liability for the Parish Council should it take on additional parcels of land. Cllr Fenton confirmed that it was only his intention, at this stage, to identify certain areas of land and establish whether they were registered. He cited the land to the front of Church House as an example.
(e) Mobile Library Consultation
No formal response was offered.
(f) Strimming around the village
Members agreed that Geoff Partridge should be asked to carry out the strimming around the village as in previous years and at the same cost.
(g) Parish Field Fence
Members noted that the fence has collapsed at the bottom end of the field. The tenant has had to remove her ponies and has requested that the fence is repaired as soon as possible. It was agreed to ask Matt Storrs to repair it as soon as he is able.
4316 PLANNING
(a) New applications/appeals
(i) 0326/18 – Replacement storage/workshop building at Higher Hannaford Farm, Poundsgate Members agreed to support this application.
(ii) 0322/18 – Erection of a general-purpose barn for storage and use in connection with Widecombe Fair (13.5m x 13.5m) at Widecombe Fair, Widecombe-in-the-Moor
Members agreed to support this application.
(iii) 0319/18 – Replacement garden room glazing at Stone, Natsworthy Members agreed to support this application. (iv) 0297/18 – Replace existing lift and slide patio doors at Springdown, Lower Town, Poundsgate Members agreed to support this application.
(v) 0278/18 – Variation of condition 11 of permission 0828/06 (holiday lets) to allow use of buildings
as ancillary accommodation at Lower Venton Farm, Widecombe-in-the-Moor Members agreed to support this application. However, having received representation from a neighbouring property, it was agreed to propose that any approval be conditional on the three properties not being sold as individual properties in the future.
(vi) 0276/18 – Construction of an agricultural livestock building (19m x 13m) at Great Dunstone,
Ponsworthy
Members agreed to support this application.
(vii) 0338/18 – Signs for car park at Newbridge (Advertisement Consent) Members had no objections to this application.
(b) Decisions
Erection of shed, Grendon Lodge, Widecombe-in-the-Moor
Members noted that DNPA has granted conditional planning permission.
4317 FINANCE AND GOVERNANCE
(a) Payments
Members received and approve payments for approval:

4318 HIGHWAYS
Comments were made about irresponsible cyclists during the Dartmoor Classic. No further action was agreed. Cllr Fenton commented that some of the signs which had been damaged a year ago have still not been replaced. These include Cold East Cross and Hemsworthy Gate. It was agreed that the clerk would contact DCC.
4319 CORRESPONDENCE
Members received details of the consultation on the proposed merger of Devon & Cornwall Police with Dorset Police. No formal response was offered.
4320 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
Cllr Routley informed members that a defibrillator has been donated to Leusdon Memorial Hall by Moorland Merrymakers and she would let everyone know as soon as it has been installed. Members welcomed the news. Cllr Fenton expressed his ongoing concern about the sign in the car park which once directed cars into the car parking area but has now completely worn away. As a consequence, cars are parking in the coach park area. The white lines on the tarmac are also worn away and need repainting. It was agreed that the clerk would report this to TDC. Cllr Fenton asked whether any further progress had been made, following the approach made to the Parish Council by a mobile phone provider towards the end of last year, regarding suitable locations for mobile phone antennae. The clerk could not recall the final outcome and agreed to follow this up.
There being no further business, the Chairman closed the meeting at 8.45pm.
