Un-adopted
Minutes of the meeting held at Church House, Widecombe on Thursday 2nd Oct. 2008
PRESENT: Mr.Newbolt-Young (Chairman), Mr.Booty, Mr. Eveleigh, Mr.Morley Mr.Nosworthy, Mr.Seale, Mr.Smerdon, Mr.Tame & Mrs. Tempest.
APOLOGIES: Mrs.Morgan
IN ATTENDANCE: Three members of the public and the Clerk Peter Roper 01548 854478
PUBLIC COMMENT/POLICING MATTERS (a) A letter from Inspector Nott at Chudleigh has been received requesting that there be representation from WPC at a forthcoming meeting to be held at Chudleigh Town Hall on 17th November at 7.30 pm. The Members were grateful that Widecombe was a very low crime area and that there were no serious concerns to be raised by the Council.
2980 MINUTES: The minutes of the meeting held on Thursday 4th September 2008 were corrected, approved and signed by the chairman as being an accurate account of the meeting.
2981 MATTERS ARISING FROM THE MINUTES (a) DNPA: Ranger Sectors and personnel 2008: for information. (b) Fair Day 9th September 2008: review – it was generally felt that everyone had pulled together very well to make the best of the poor weather conditions and produce a happy successful day. The Clerk distributed a balance sheet of income and expenditure for the Parish Council which cleared £1,100 for Council reserves. (c) Boundary Review of Local Government: the Clerk gave a summary of the responses from DCC, TDC, SHDC, DAPC and Kingsbridge TC. He has no knowledge of any responses from Ashburton TC. Should the changes to a single Unitary Authority for Devon happen it is likely to be at the time of the next General Election. This could mean there will be very little time for preparation so the WPC should give serious consideration to the implications of change as this could mean a significant shift in current practice. (d) Hastoe Housing Association: there is a mistake in the information printed by the Clerk with regard to the rental element in the shared ownership scheme for the two bedroom house soon to be available at Brook Lane Cottages. The figure of £47/month should read £47 per week. Hastoe encourages anyone interested in being allocated a home at Brook Lane Cottages to register their housing need with Teignbridge District Council at Newton Abbot. (e) Adopt a Kiosk Scheme: a letter from our MP is encouraging Council’s not to participate in this scheme as it would undermine attempts to stop BT from closing kiosks.
2982 PLANNING (a) Weekly Lists placed for circulation: in future these will only be available on line. (b) Grant of Planning for: Replacement windows at Old Glebe Hse and Cator Court building. (c) 0178/08 Erection of farm dwelling at Great Cator Farm – amendment: No Objection (d) 0604/08 Change of use & conversion of post office & store back to domestic use at 1, Manor Cottage: Mr. Eveleigh declared an interest and withdrew: Decision of Council on a split vote was to object to the Planning application on the grounds of a lost important amenity for the community.
2983 CORRESPONDENCE placed for circulation: (a) TDC: Agendas & Minutes, TALC (b) DNPA: Minutes and Agendas. (c) DCC: Devon in Touch plus award for same. (d) DAPC: Newsletter. (e) Various other Magazines/Documents plus above all placed for circulation to Councillors.
2984 HIGHWAYS (a) DCC: no response to last month’s letter: write again to DCC Re: litigation issues and pot holes (b) Notice given that Dunstone road has been repaired.
2985 DELEGATES REPORTS None
2986 MATTER AT DISCRETION OF THE CHAIRMAN (a) Mr.Eveleigh gave the details surrounding the closure of the Post Office. He said that, due to a six weeks Post Office delay, the closure would be at the end of January. This has caused concern/confusion for future provision at The Green Café. Issues of free parking were also discussed.
2987 FINANCE (a) Balance Carried forward deposit account £4,776 (b) Clerk’s Salary and Disbursements for September £295.31 (c) Current Account Balance at the beginning of the meeting £3,972.55 (d) Event Hire Solutions: Toilet Hire £141 (e) Widecombe Fair Committee: various fair day costs £888.49 (f) Paul Way: Fair Day Car Park hire £512 (g) Geoff Partridge: village maintenance £120 (h) Income TDC half year precept £2,250 There being no further business the Chairman closed the meeting at 9.15 pm.
