3463 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and
were invited to state whether they have any interests in the items to be discussed during this meeting
in accordance with the council’s Code of Conduct.
There were no declarations of interest.
3464 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 6 September 2012 were approved and signed by the Chairman as a true and correct record.
3465 POLICE REPORT
PC Dudley was not present at the meeting but sent the following report relating to matters from 1 September to 3 October. 3 incident reports were received. In addition many traffic problems were reported across the moor as many people came to watch the Tour of Britain on 15th September.
Widecombe Fair on 11th September appeared to be very well attended. A Police search operation was undertaken during the afternoon after a lady reported that her 64 year old husband had gone missing. The force helicopter assisted numerous officers in the search and the Dartmoor Rescue Group were called out. The male was eventually found back in Salcombe after walking to Ashburton and then catching three buses home.
5 crimes were recorded – these included 3 thefts of personal items from a car and tents in the early hours prior to Widecombe Fair. Some of the stolen property was located nearby and also thrown from a car as it drove past Haytor. A car window was smashed and a bag stolen from inside at Spitchwick on 18th September, this formed part of a series of offences across the moor during that week.  Criminal damage was also caused to windows at the Widecombe Sports Group building in the village. The next police surgery is on Tuesday 16th October from 10-11 am at the Information Centre in Ashburton.
3466 COUNTY COUNCILLOR’S REPORT
Cllr Gribble advised that the cattle grid between Ullacombe Farm and Green Lane has been temporarily repaired in time for Widecombe Fair and a new cattle grid has been ordered. Members thanked Cllr Gribble for his assistance with this matter which could have seriously affected the success of Widecombe Fair had it not been repaired in time. Cllr Gribble also advised that he was continuing to attempt to resolve the parking problems at Spitchwick. Finally. he reported that Devon County Council had announced the first three sites to be redeveloped into multi million pound dementia care Centres of excellence.
3467 DISTRICT COUNCILLOR’S REPORT
Cllr Jeffrey advised that he did not have anything relevant to this parish to report.
3468 DELEGATE REPORTS
The Chairman reported that he had attended the Chairman of Teignbridge District Council’s Garden Party on 30 September.  He also advised that he had attended the Informal Hearing at Parke relating to the appeal at Blackdown of Piper Farm.
3469 MATTERS ARISING
(a) Widecombe Fair – review of 2012 It was reported that the Fair had been a success with attendance on a par with last year. The ‘park and ride’ arrangements were also successful. It was agreed that the clerk should invite Mr & Mrs Raymond to attend November’s meeting.
(b) Elector Fund
Members received details of the County and District Elector Fund whereby Devon County Council and Teignbridge District Council have allocated a sum of money for grants available until 31 March 2013 for two or more parishes and towns working together.
The available grant is a sum based on £1.10 per elector in each Parish in Teignbridge based on the electoral register as it stood in July 2012.
The fund is for Towns and Parishes working together and involving their communities to try to solve local issues.
It was agreed that members would give thought to possible project ideas for consideration at the next meeting.
The clerk also reminded members that an application for funding could be made to the Dartmoor Sustainable Development Fund up to £400. It was suggested and agreed that an application should be made towards the cost of replacing the card tables in Leusdon Memorial Hall.
3470 FINANCE

3471 PLANNING
(a) New applications/appeals
(i) Informal Hearing – Blackdown Piper Farm
Cllr Lewis reported that on 2 October she had attended the Informal Hearing in respect of the appeal relating to Blackdown Piper Farm. She advised that a decision would be made in 6 weeks.
(b) Decisions
There were no decisions reported.
3472 CORRESPONDENCE
(a) Dartmoor National Park Management Plan 2013-2018 – DNPA is seeking the views of the public to help inform the review of the Dartmoor National Park Management Plan. This is an important document for Dartmoor as it will set a 20 year Vision for the National Park and provide the priorities for action and partnership working on  Dartmoor over the next five years. The following questions are being asked: What do you love about Dartmoor? What are the most important issues facing Dartmoor in the future? What do you think needs to be done to address these? In order to give these questions proper consideration, it was agreed to meet at 7.00pm on the eve of the next Parish Council to discuss them in more detail.
(b) Devon Heritage Services – members were informed that from 2 October the archive collections of the Devon Record Office, the local studies materials and the Devon and Cornwall Record Society collection from the Westcountry Studies Library reading room, will be housed together at the Devon Heritage Centre, in the former Devon Record Office premises at Great Moor House, Sowton, Exeter.
(c) Devon County Council public engagement events – the clerk advised members that a series of public engagement events have been arranged to give everyone the opportunity to raise any relevant issues with DCC officers. The events will run during November and will be advertised on the noticeboard.

3473 HIGHWAYS
(a) Members received an update on matters that had been previously reported including the parking issue at Newbridge. Regrettably, in the absence of a traffic order in this location, the District Council is unable to take any action.
(b) Maintenance/Pothole map – potholes were marked on the map.
3474 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
None.
There being no further business the Chairman closed the meeting at 8.50pm.
