OPEN FORUM
Mr Beard reported that the pothole half way up Stone Hill has still not been repaired. It was agreed that the clerk would remind DCC.

3766 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and
were invited to state whether they have any interests in the items to be discussed during this meeting
in accordance with the council’s Code of Conduct.
No interests were declared.
3767 REQUESTS FOR DISPENSATIONS
No requests were received.
3768 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 2 October 2014 were approved and signed by the
Chairman as a true and correct record.
3769 POLICE REPORT
PC Dudley was unable to attend the meeting but sent a written report:
‘5 incident reports were made, one of which was a report of fires being lit on moorland at Bonehill on 14 October. Details were later passed to the DNP Rangers to follow up a breach of their byelaws. 2 other reports were of cattle on the road at Poundsgate.
1 crime was recorded. This was a theft from a van in the main car park at Dartmeet on the afternoon of Saturday 4 October. The next Police Surgery is at Ashburton Information Centre at 10am on Tuesday 25 November. PC Dudley can be contacted at Conway House, Ashburton via the central no. 101. Alternatively the totally confidential Crimestoppers no. 0800 555111 can be used to pass information to the Police. 3770 COUNTY COUNCILLOR’S REPORT
No report.
3771 DISTRICT COUNCILLOR’S REPORT
Cllr Jeffery reminded members that from June 2015, Teignbridge District Council will be charging £35 to empty the green wheelie bins containing garden waste. There will be a weekly collection of cardboard, plastic and kitchen waste. A charge is being introduced to help fund the cost of replacing the refuse lorries.
3772 DELEGATE REPORTS
Cllr Fenton informed members that he attended a meeting of the Care Commissioning Group. In summary, the Group has decided that Ashburton Hospital will remain open. They are also trying to address where minor injuries should be treated and how to communicate that to the public. Another issue is persuading the County Council to pay for social care when patients are sent home from hospital.
3773 MATTERS ARISING
(a) Widecombe Fair

Mr and Mrs Raymond reported a successful Fair with good weather, increased footfall and a noticeable increase in the number of coaches. More traders also attended. They informed members that they would like to do it again next year. Cllr Nosworthy proposed a vote of thanks to Mr & Mrs Raymond for their organisation of the traders on the village green which was supported by all members present. It was agreed that the fee for next year’s Fair would be discussed at the next meeting and that the clerk would write to them in the New Year.
Cllr Fenton suggested that there should be some signposting on the green directing people to the Fair Field. This was agreed.
(b) Mobile Infrastruture Project
Members received a response from Harlequin Group in answer to concerns raised at the last meeting regarding the extent of the coverage that a mast at Drywell Farm would give. [It was noted that Widecombe (Natsworthy/East Webburn) Valley including the village centre was not included in the proposed coverage].
The response stated that having consulted the radio planners, Harlequin have been looking at the network plan to see if the site at Drywell can be moved. They are now looking at alternative options that will hopefully provide coverage to the village of Widecombe. A few of the alternative locations identified by the surveyors are being investigated to see if transmission can be achieved. A revised technical justification and site specific drawings will be sent once a suitable alternative has been identified in due course.
It was agreed that the clerk would chase a response before the next meeting.
(c) Grazing Licence
In order to minimise damage to the Parish Field and allow the grass to recover, it was agreed that the Licence for 2015 should run for 8 months from 1 April – 30 November.
(d) ‘Moor than Meets the Eye’
Cllr Fenton reported that the ‘Welcome to Widecombe’ project has received final approval and a sum of £29,450 is now available to spend on improving and increasing the visitor experience in Widecombe by providing a coherent series of signs, displays and leaflets interpreting local history. The funding also allows for the provision of a wifi hub in the village so that information can be provided electronically via downloadable apps, enhanced pages on the website and a series of audio/visual interactive points. Cllr Fenton hopes that the Parish Council will take the lead on arranging a series of public meetings to plan how the money will be spent. It was agreed that the Parish Council would consider this formally at the next meeting.
3760 FINANCE
(a) The following payments were approved:
Cheque no 000868 - Clerk’s salary and disbursements - £423.30
Cheque no 000869 - TDC (Additional toilet attendance – Widecombe Fair) - £208.20
(b) Members received and noted that second quarter bank reconciliation.
3761 PLANNING
(a) New applications/appeals
There were no new planning applications.
(b) Decisions
(i) 0472/14 – Conservatory to front of house, Smoothmoor, Widecombe-in-the-Moor
Members noted that DNPA has granted conditional planning permission
(ii) 0351/14 – Extension of existing agricultural building to provide covered manure store and feed areas, Blackdown Piper Farm, Widecombe-in-the-Moor
Members noted that DNPA has refused to grant conditional planning consent.
3762 HIGHWAYS
(a) DCC Highways Review 2015/16 - members received and considered a consultation on the impacts of the proposed cuts for 2015/16 on the highways service. The main concern for members was access to and from the parish and to more remote properties within the parish. Of particular concern was access to those requiring care in the own homes.
(b) The clerk advised that she had received correspondence from Mrs Lambert who was still seeking a response from the County Council to her letter in July regarding the parking situation outside the school. The clerk advised that she had asked County Cllr Gribble to look into why she had not yet received a response.
Cllr Fenton informed members that Widecombe Fair Committee is happy to give a corner of the Fair field to create a school car park. However, the last time this was suggested, Devon County Council did not agree as it meant that children would have to cross the road. It was agreed that the clerk should clarify Devon County Council’s current policy before this proposal is advanced further.

3763 CORRESPONDENCE
(a) Members received correspondence from The Local Government Boundary Commission for England informing them that they have formally commenced an electoral review of Devon County Council. The electoral review will recommend new electoral arrangements for Devon County Council, in particular the total number of councillors elected to the council, the number of divisions, the number of councillors representing each division, division boundaries and names of divisions. The clerk informed members that she would email the details to them so that a formal response could be considered at the next meeting.
Other items for information only were placed in the circulation folder or emailed direct to members.
3764 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
The Chairman informed members that he had received a complaint about the erection of a polytunnel at West Shallowford. It was thought that planning permission was not required, however, it was agreed that the clerk would ask DNPA to investigate.
There being no further business, the Chairman closed the meeting at 8.37pm.
