Widecombe Parish Council Minutes
WIDECOMBE PARISH COUNCIL
Draft Minutes of the Planning Meeting held on Thursday 18th August 2011 in the Church House, Widecombe
Present: Councillors Newbolt-Young (Chairman), Booty (Vice Chairman), Lewis, Morley, Nosworthy, Routley, Tame and Tempest.
Members of the Public: Eleven
OPEN FORUM
The Chairman welcomed members of the public and invited them to speak. Mr Eveleigh felt that the Chagford Show had kept other members of the public away. With regard to planning application 0393/11 – Old Inn, he felt it should be known that the caravan did not have planning permission but was still given a Certificate of Lawfulness on 10 June 1998, whilst other members of the public have had to remove caravans etc. Other reasons against were environmental issues with soakaways already over used, the house would be in the Conservation area and not what is expected to be seen in Widecombe in the Moor. D Cameron commented that the house would be very close to other houses (the fire in the caravan could have had very serious consequences had the wind been in the other direction).
1 APOLOGIES FOR ABSENCE
None received.
2 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and were invited to state whether they have a personal or prejudicial interest in any matter to be discussed during this meeting. None declared.
3 PLANNING
(a) New applications/appeals
(i) 0388/11 – Hatchwell Bungalow, Widecombe-in-the-Moor
Demolition of the existing bungalow and erection of a two-storey house Cllr Nosworthy requested that the clerk looks into whether there is an agricultural tithe on the building. After discussion, it was RESOLVED that the application be supported providing it stays within the constraints of the building.
(ii) 0393/11 – The Old Inn, Widecombe-in-the-Moor Removal of fire-damaged static caravan and replacement with single storey three-bed house for use solely by Hall & Woodhouse team members It was RESOLVED that the application be refused on the following grounds: _ The proposed building is in a Conservation Area and would not be in keeping with the area. _ Building would be within a historic listed building area _ Proximity to other building with fire risk concerns _ Site abandoned since fire in December 2010
4 ITEMS FOR INFORMATION ONLY
(i) The Chairman advised that the DNPA were considering the possible sale of North Hall Field. It was pointed out that the Park will only sell for the benefit of the Community. Several suggestions were that the Parish Council should pursue the matter. Could it be gifted to Widecombe-in-the-Moor? Should work together until lease expires in 2015. This would be discussed further at the next meeting of the Parish Council on 8 September.
(ii) The Chairman advised that the TETRA mast now has an awning around the top wall. There have been 14 incidents of vandalism recently.
(iii) Cllr Nosworthy brought up the cost of coming to Widecombe Fair (£10). The Chairman pointed out that nothing could be done about that for this year. It was suggested that someone from the Widecombe Fair Committee be invite to the next meeting to clarify the matter.
There being no further business the Chairman closed the meeting at 8.25pm.
