These controls are to provide alternative means of accessing the information on this page. Two main facilities are provided: adjusting the text size and listening to the text on the page.
1) Adjusting Text Size:

Minutes of the meeting held at Church House, Widecombe on Thursday 5th July 2007
PRESENT: Mr.Newbolt-Young (Chairman), Mr.Booty, Mr.Eveleigh, Mr.Morley, Mr.Nosworthy, Mr.Searle, Mr.Smerdon, Mr.Tame (Vice Chair) & Mrs. Tempest
APOLOGIES: Mrs. Morgan County Councillor
IN ATTENDANCE: District Councillor Mike Jeffrey, 35 members of the public and the Clerk Mr.P.Roper.
PUBLIC COMMENT/POLICING MATTERS
- A written report has been received from PC 4486 Dudley to cover the period of 8th June-5th July. Six incidents have been reported to the Police which include 3 reports of lost animals. No crimes have been reported
- There was an unprecedented number of members of the public present because of the anxiety over the proposal to build a Tetra Mast at a Copse at Coombe, Widecombe. There was a debate that lasted over an hour during which no points were made in favour of the Planning Application from LCC UK agents for O2 Airwave. Said Planning Application 0452/07 : ‘Telecommunications installation comprising replica telegraph pole and associated ancillary development at Land opp entrance to Bowden Barn, Widecombe’ was placed before the Parish Council Members who voted unanimously to oppose the application on both visual environmental impact and community based perception of health risks to children, nearby residents the community and the public at large who use the footpath that passes the mast.
2883 MINUTES: The minutes of the meeting held on Thursday 7th June 2007 were approved and signed by the chairman as being an accurate account of the meeting.
2884 MATTERS ARISING FROM THE MINUTES
- Walk-about inspection: a letter of reply from TDC indicated their willingness to attend to repairs and maintenance issues raised by the Clerk as a result of the inspection of the car park and toilets. Litter bins: although TDC had no money to supply litter bins for the village they would be willing to service them if WPC were willing to purchase same. It was decided to look at costs first and then to ask DNPA for their views on placing possibly two litter bins in the village conservation area.
- Speeding Issues through the village: a letter of reply from DCC indicated that they will be doing a speed check before deciding if any action needs to be taken.
- Overgrown Hedges at North Hall: an E-mail from DNPA indicated that WPC is responsible for maintaining the said hedges. This will be attended to in the autumn.
- Model Code of Conduct: postponed until the September WPC meeting.
- Widecombe Fair Planning: (i) Town Criers: a request from Bob Rose that travelling expenses are increased from £10 to £20 has been made: this matter will be taken to the next Fair committee meeting. (ii) Three portable toilets to be ordered as for last year WPC to pay. (iii) PA system: will be ordered and paid for by the Fair Committee and will recover 50% from the WPC (iv) NGS: as for (iii) but WPC will pay £500 + VAT (v) TMS Ltd temporary traffic direction: David Crocker Hon. Treasurer of the Fair committee has requested that WPC make a contribution to the cost (circa £2,250). After discussion it was decided that, as WPC has not budgeted this into the precept any contribution will have tobe made at next year’s Fair Day.

- Weekly Lists sent weekly to the Chairman and placed for circulation.

- Proposed Tree Works at Short Cross: DNPA has not protected the tree in question
- 0466/07 Proposed Farm track at Great Cator Farm: Decision to have No Objection
- 0507/07 Two affordable homes at Brook Lane by Hastoe H.A. Support.
- 0508/07 Two-storey extension at 1 & 2 Widecombe Manor Cottages No Objection
- 0452/07 Tetra Mast see Public Comment above.

- TDC: Agendas and Minutes, unitary structure of Exeter. Bin collections, rural aid scheme, TALC.

- Mrs.Tempest reported on the Church House Committee meeting.
2889 MATTER AT DISCRETION OF THE CHAIRMAN
- The Clerk was asked to write to Raymond Amusements to forewarn them that VOSA will be conducting an HGV and PSV check in the car park on Widecombe Fair Day.
2890 FINANCE
- Balance Carried forward deposit account £5,458.58
- Clerk’s Salary and Disbursements for June £280.98
- Current Account Balance at the beginning of the meeting £1,007.21

There being no further business the Chairman closed the meeting at 10.00 pm.

Members of the public and press are welcome to attend any Parish Council Meeting and make comment at the start of the meeting which begins at 7.30 pm.
