3779 APOLOGIES FOR ABSENCE

3780 CASUAL VACANCY
Members received and considered two applications to fill the casual vacancy until the next ordinary elections (7 May 2015). It was agreed that a decision on the successful candidate would be made by ballot which resulted in members co-opting Roger Whale, the candidate who received the absolute majority.
3781 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and
were invited to state whether they have any interests in the items to be discussed during this meeting
in accordance with the council’s Code of Conduct. All members present declared an Appendix A disclosable pecuniary interest in item 3789 as council tax payers resident in the parish.
3782 REQUESTS FOR DISPENSATIONS
No requests were received.
3783 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 8 January 2015 were approved and signed by the
Chairman as a true and correct record.
3784 POLICE REPORT
No report.
3785 COUNTY COUNCILLOR’S REPORT
Cllr Gribble was pleased to advise that Highways have carried out a lot of patching on the roads.
Cllr Nosworthy asked whether the Parish Lengthsman can legally enter land to clear ditches and drains
without the landowner’s permission, his concern being that it is a waste of time clearing only one side of a
ditch/drain. Cllr Gribble stated that he would clarify the legal position and report back.
Cllr Fenton reminded members of the issues raised at a recent meeting of the Care Commissioning Group which he had attended pre-Christmas, in particular the lack of financial support to care for those who are discharged from hospital but are not yet well enough to return home without help. With the County  Council responsible for financing social care, Cllr Fenton asked Cllr Gribble to make enquiries about how this might be tackled
3786 DISTRICT COUNCILLOR’S REPORT
Cllr Jeffery had nothing to report. Cllr Nosworthy asked when the £35 charge for emptying green wheelie bins would come into force. Cllr Jeffery advised this was due to be implemented in the middle of this year.
3787 DELEGATE REPORTS

3788 MATTERS ARISING
(a) Widecombe Fair 2015
Members discussed and agreed that the fee for Raymond Amusements to attend this year’s Fair should increase by £100 to £2,900 as costs were continuing to rise.
(b) ‘Welcome to Widecombe’
Members were asked to consider taking the lead on this project as reported in the meeting held in November 2014. After a discussion, it was agreed to invite the ‘Moor than Meets the Eye’ Project Manager to the Annual Parish Meeting to speak about the project in order to encourage interest from parishioners to be involved in how the money secured should be spent.
(c) Annual Parish Meeting
It was agreed that the Annual Parish Meeting would be held on Wednesday 18 March at 7.00pm. As agreed at item 3788 (b), the ‘Moor than Meets the Eye Project Manager would be invited to speak.
(d) The Local Government Boundary Commission – Electoral Review of Devon
Members received correspondence from The Local Government Boundary Commission for England informing them that they have formally commenced an electoral review of Devon County Council. Members agreed they had no comments.
(e) Mobile Infrastruture Project
Members were informed that alternative locations identified as possibilities to provide coverage to the village of Widecombe have been surveyed but so far have all failed line of sight back into the overarching network. Harlequin Group is currently working through the previously discounted options to see if height increase in any location will allow line of sight. For now, therefore, the proposal for the area is on hold.
3789 FINANCE
(a) The following payments were approved:
Cheque no 000870 - Clerk’s salary and disbursements - £251.94
Cheque no 000871 – HMRC - £144.60
(b) 2014 – 2016 National Salary Award:
Members noted the new clerks’ pay scales to be implemented from 1 January 2015. The hourly rate for the clerk would therefore increase from £12.05 per hour to £12.35 per hour. Members also noted the award of a non-consolidated, one-off, pro rata payment of £100. Based on 20 hours per month, this equates to £12.47.
(c) Members received and considered budget proposals and precept demand for 2015/16. After discussion, it was proposed that the budget be accepted as presented and that the cash requested from Teignbridge District Council would increase by 1% to £6,289. This would be made up of £220 council tax support grant + £6,069 precept (£6,009 last year). This was unanimously agreed by all members present.
3790 PLANNING
(a) New applications/appeals
(i) Create new access from highway to farmland and existing farm buildings as a modification to existing approval at Lower Dunstone Farm, Widecombe-in-the-Moor Members had no objections to this application.
(ii) Construction of farm track to aid the movement of stock and machinery across the holding at Blackdown Piper Farm, Widecombe-in-the-Moor Members had no objections to this application.
(b) Decisions
(i) 0512/14 – Replacement of lintels and windows to south elevation of barn cottage and lower parlour wing at Higher Uppacott, Poundsgate Members noted that the Secretary of State has granted Listed Building Consent .
3791 HIGHWAYS
(a) Members received a copy of a letter from DCC about the parking enforcement matter outside the school which, in summary, stated that parking restrictions must be enforced as they stand to ensure a consistent and transparent service.
After a discussion, it was proposed that this Council suggests to DCC that the ‘no waiting’ restrictions be amended from 10am-4pm to 10am-3pm which would enable cars to drop off and pick up outside the school without infringing the restriction.
Members were informed that Widecombe Fair Committee was still supportive of giving some of the field for school parking. This follows confirmation from DCC that it has no issues with this proposal. Traffic along that road at school start and finish will be predominantly school related traffic and there is a clear field of vision in both directions with which to cross the road.

3792 CORRESPONDENCE
(a) Members noted that a property name change has been registered from Hatchwell House to Hatchwell Hall, Widecombe-in-the-Moor.

3793 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
