OPEN FORUM
Anthony Beard informed members that the Community Council of Devon has launched the ‘Devon Remembers...’ project encouraging parishes to involve themselves in the commemoration of the start of the First World War.
Peter Reynolds informed members that he had been carrying out research to establish a list of men from the parish who had fought in the First World War. Unfortunately the Roll of Honour which hung in the church porch fell into disrepair and was never replaced. Cllr Nosworthy stated that he thought the Parish Council should support the construction of a memorial hall for the parish. It was agreed that this should be raised at the Annual Parish Meeting for further consideration.

3649 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and were invited to state whether they have any interests in the items to be discussed during this meeting in accordance with the council’s Code of Conduct. Cllr Booty declared a disclosable pecuniary interest in item 3658 (a) (i) as the applicant.
3650 REQUESTS FOR DISPENSATIONS
No requests were received.
3651 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 2 January 2014 were approved and signed by the Chairman as a true and correct record.
3652 POLICE REPORT
PC Andy Dudley was unable to attend the meeting but sent the following report for the month of January. ‘In Ashburton 62 incidents were reported. 9 of these concerned the A38 and another 6 concerned parking problems and congestion in the town itself. 12 crimes were recorded. These included two thefts, two offences of criminal damage and an offence of drink-driving. No burglaries were recorded. In Widecombe 10 incidents were reported. These included reports of canoeists lost on the upper Dart on 1st and 26th January. Both persons were found safe and well. 1 crime was recorded – a dog caused injury to a cyclist near Cator on 11th January. In Bickington 2 incidents were reported, both traffic related. The one crime recorded related to the theft of two jerry cans containing red diesel from a local farm. My next Police Surgeries are at the Ashburton Information Centre from 10-11am on Tuesday 18th February and Tuesday 11th March. 3653 COUNTY COUNCILLOR’S REPORT
Cllr Gribble circulated a map showing proposed new ‘no waiting at any time’ areas at Spitchwick in an effort to alleviate parking problems. He informed members that he had contributed a total of £1,305 from his locality budget to Widecombe projects namely the new bench, the sandbag store and a new grit bin for Easter Lane. The County Council is currently in the process of setting its budget for next year and has to save over £100 million over the next 4 years. Youth services and adult services were being looked at. He reported that 28 potholes were recorded in the parish of Widecombe. Flood notices had been erected at the bottom of Haytor. Cllr Nosworthy stated that he had observed grit bags being placed inappropriately high on a bank making it difficult for motorists to access. It was agreed that this general observation would be passed on to DCC Highways.
3654 DISTRICT COUNCILLOR’S REPORT
Reported that Teignbridge District Council was currently in the process of setting its budget and it was likely there would be no increase in the council tax.
3655 DELEGATE REPORTS

3656 MATTERS ARISING
(a) Grazing Licence 2014
Members received, considered and accepted one tender of £400 from Jessica Dart for the grazing licence for the Parish Field (March – December 2014). It was agreed that in advance of the licence commencing, Callers Tame and Newbolt-Young would assess the field and determine the extent of fencing work required. It was agreed that any necessary work should be carried out prior to the commencement of the licence.
(b) Registration of land near Saxon Well
The clerk informed members that legal advice had been obtained regarding the registration of land on which the Saxon Well was sited which stated that it was unlikely that the Land Registry would grant the Parish Council possessory title because (i) the Parish Council does not have any deeds and (ii) the Parish Council has not enclosed it/fenced it off, used it exclusively and maintained it for 10 years. It was further suggested that if the Parish Council wish to protect it in the long term, it should start to take a course of action now (i.e. fence it off and maintain it) in order to make an application in 10 years time and minute it accordingly. Cllr Nosworthy produced a clipping from the Mid-Devon Advertiser – a story about thing being thrown into the well over 50 years ago. At that time, the Parish Council stated that the well did not belong to the Council. After a discussion, members agreed to take no further action.
(c) Sandbag Store
The clerk informed members that she had sought advice from DNPA about whether planning permission is required for the store. The advice given was that 'If the works are to be carried by the parish council then planning permission will be required, however if Teignbridge DC were to carry out the works then it is likely it would be permitted development under the provisions of Part 12 of the General Permitted Development Order. This is because the permitted development rights for structures of this nature only extend to local authorities where they have ownership of the land'. Teignbridge District Council has agreed to purchase the store on behalf of the Parish Council and recharge the Parish Council. The District Council has also confirmed that the car park can be utilised under a licence. The cost of the store will be £1,485 + VAT ncluding painting and delivery. It was agreed that the store would be painted in dark green and the preferred location was adjacent to the recycling skips. The clerk confirmed that County Cllr Gribble had granted £500 from his locality budget towards the cost of purchasing the sandbag store and that District Cllr Jeffrey had granted £300. This left a shortfall of just under £700 which was agreed would be taken from the Parish Council’s reserves.
(d) DNPA Consultation - DNPA Draft Affordable Housing Supplementary Planning Document
Members stated that they were happy to see that vacancies would be advertised for at least 4
weeks.
(e) TDC Consultation - Teignbridge Green Infrastructure Strategy
No comments were made.
(f) ‘Moor than Meets the Eye’
Cllr Fenton was not present at the meeting and therefore this item was deferred until next month.
(g) Annual Parish Meeting - 19 March
The clerk confirmed that Tony Clark from The Dartmoor Trust would be attending the meeting as the guest speaker at which he will talk about the Trust’s plans to commemorate the First World War including the planned exhibition exploring the War’s impact on Dartmoor communities.
(h) Bench outside National Trust shop
The clerk informed members that the National Trust’s building department has looked at the bench and have advised that it needs to be fixed in the same way as the one there now. They have advised that we take the old bench away and use new fixings like the ones on the existing bench.
3657 FINANCE
(a) The following payments were approved:
Cheque no 000836 - Clerk’s salary and disbursements (January) - £253.17
Cheque no 000837 – Church House (hire of hall for PC meetings from April 2013 – March 2014 inclusive) - £110
(b) Members considered making a donation to the Parish Link and agreed to make a grant of £60 (Cheque no 000838).
3658 PLANNING
(a) New applications/appeals
(i) 0045/14 & 0046/14 (LBC) - Erection of conservatory to south elevation at Sherwell Farm, Poundsgate
Having declared a disclosable pecuniary interest, Cllr Booty left the meeting for this item.
Members had no objections.
(ii) Appeal against Refusal of Listed Building Consent – 0477/13 – Installation of rooflight on rear of converted barn linked to house (retrospective).
Having expressed no objections previously, members had no additional comments to make.
(b) Decisions
(i) 0588/13 – Erection of two stables and one lambing pen adjoining existing agricultural building, Field no 6418, Widecombe-in-the-Moor
Members noted that DNPA has granted conditional planning permission
(ii) Tree works at The Old Inn – members noted that DNPA has not protected the trees with a Tree Preservation Order.
(iii) Tree works at 2 Manor Cottages – members noted that DNPA has not protected the trees with a Tree Preservation Order
3659 CORRESPONDENCE
There were no items of correspondence.

3660 HIGHWAYS
(a) Members were reminded that they should report potholes or other highways maintenance issues direct to DCC on 0845 155 1004.
(b) Cllr Tame reported that the cattle grid at Thornhill Lane has now been cleared.
3661 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
Cllr Tame advised members that Rupert Baker would be carrying out the tree inspection in about three weeks time and the cost would be approximately £200.
There being no further business the Chairman closed the meeting at 9.02pm.
