4263 DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATION
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and
to declare any disclosable interests, including the nature and extent of such interests they have in any items to
be considered at this meeting. Unforeseen requests for a Dispensation to be considered at this point only if
there was no way a Councillor would have been aware of such before the meeting.
There were no declarations of interest or requests for dispensation.
4264 RATIFICATION OF MINUTES
Members received the minutes of the Parish Council meeting held on 15 March 2018 which were approved and signed by the Chairman as a true and correct record.
4265 POLICE REPORT
Cllr Morley reported that a Widecombe resident had contacted him to make the Parish Council aware of a recurring problem that is becoming worse, and requesting it being formally recorded as a complaint. It relates to a group of people in cars that frequently visit the village late at night or early hours of the morning, with the intent of what can be best described as nuisance joy-riding. This practice often takes place in the main carpark, or in the car-park behind the ice-cream kiosk. It occurred on the morning of 24 March during the hours of 2am to 6am. The perpetrators had a look-out stationed at the car-park entrance and make excessive noise whilst using the area as a driving playground. The clerk informed members she had reported it to PC Dudley who had advised that the police had received a similar call from a resident at 1am on 27 March. They attended 30 mins later but the vehicles had left the area. He patrolled Widecombe twice in the early hours of Good Friday but again there were no vehicles around. He advised that if any other residents express their concerns could they ring in at the time. If they could take a registration number, this would also help greatly. Even if the vehicle wasn’t seen by Police it is something that I could then follow up.
4266 COUNTY COUNCILLOR’S REPORT
Cllr Gribble informed members that Newbridge has been repaired and was pleased that it only needed to be closed for one day. He was still to follow up matters that had been raised in previous meetings.
4267 DISTRICT COUNCILLOR’S REPORT
No report.
4268 DELEGATE REPORTS
(a) Communication - Cllr Hassell reported that people had started subscribing to the notification system. Further leaflets would be distributed and he hopes that the number of subscribers will continue to increase.
(b) DNPA Planning Workshop – Cllr Welby informed members that he had attended the workshop and had found it very interesting.
4268 MATTERS ARISING
(a) Maintenance of hedge and bank adjacent to leat opposite tennis court Members noted that Cllr Gribble was still to visit the owner thought to be responsible for the maintenance of the hedge and bank adjacent to the leat opposite the tennis court. He would follow this up over the coming month.
(b) Community Led Housing Event
The clerk advised that the Council were awaiting guidance from TDC’s Housing Enabling Officer, Mary Ridgway, about the next steps. It was hoped that this would be received by the next meeting.
4269 PLANNING
(a) New applications/appeals:
None received.
(b) Decisions:
(i) 0028/15 - Amendment to extant permission for two storey side extension to dwelling house and extension of timber decking, Rogues Roost Cottage, Poundsgate Members noted that DNPA has granted conditional planning consent
(ii) 0023/18 – Replacement floor, roof over garden room and internal alterations to main house, internal alterations, installation of glazing to rear slope of roof and replacement ceilings to
cottage, internal repairs, replacement window and installation of glazing to roof slope to Shippon and installation of French drains and repointing of walls and chimneys, Middle Natsworthy, Widecombe-in-the-Moor Members noted that DNPA has granted conditional planning consent
4270 FINANCE AND GOVERNANCE
(a) Payments for approval:
Members received and approved the following payment for approval:
▪ Cheque no 000978 - Clerk’s salary and disbursements - £329.28
▪ Cheque no 000979 - HMRC (PAYE) - £150.80
▪ Cheque no 000980 - Kenton Parish Council (contribution towards GPDR training) - £8.00
(b) Members agreed to continue the Council’s membership to DALC. It was noted that the subscription
(£124.74) would be deducted from the instalment of the precept.
4271 HIGHWAYS
Cllr Routley expressed her appreciation to DCC for repairing Newbridge in one day thus minimising disruption for those who use that route.
4272 CORRESPONDENCE
None.
4273 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
Cllr Morley reported that the defibrillator had recently been deployed when there was a medical incident in the Rugglestone Inn. In the end, it was not required but it was reassuring to know that it was available. Cllr Morley referred to the overturned vehicle on the village green following an accident at the end of February and the responsibility of the driver to reinstate the boulder on the edge of the green. It was agreed that the clerk would obtain the details from the police and would write to the registered keeper of the vehicle. Cllr Hassell suggested that the formation of a Housing Steering Group should happen sooner rather than later to maintain the momentum generated from the recent housing meeting. This was agreed and advice would be obtained from TDC’s Housing Enabling Officer. Members acknowledged the efforts of the Snow Warden, Miles Fursdon, and his team of volunteers for all that they did to help clear the lanes roads in the parish during the snow.
There being no further business, the Chairman closed the meeting at 8.15pm.
