Minutes of a meeting of the Parish Council held on Thursday 3 March 2016

3953 APOLOGIES FOR ABSENCE

3954 OPEN FORUM
There were no members of the public present.
3955 DECLARATIONS OF INTEREST & REQUESTS FOR DISPENSATIONS
Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and to declare any disclosable interests, including the nature and extent of such interests they have in any items to be considered at this meeting. Unforeseen requests for a Dispensation to be considered at this point only if there was no way a Councillor would have been aware of such before the meeting.
There were no declarations of interest or requests for dispensation.
3956 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 4 February 2016 were approved and signed by the
Chairman as a true and correct record.
3957 POLICE REPORT
No crimes had been reported in the parish in the last month.
3958 COUNTY COUNCILLOR’S REPORT
Cllr Gribble was not present at the meeting.
3959 DISTRICT COUNCILLOR’S REPORT
Cllr Jeffery reported that TDC will be increasing council tax by 3.33%. He also advised that Rural Aid is continuing with a sum of £25,000 being given to DNPA for Teignbridge parishes within the National Park.
3960 DELEGATE REPORTS
There were no reports.
3961 MATTERS ARISING
(a) Housing Needs Survey
Members received and noted the results of the Housing Needs Survey which showed a need of six affordable properties in the parish. It was agreed that the Parish Council would now wait to see if Teign Housing take any steps to develop the land it owns opposite Brook Lane.
(b) Grazing Licence 2016
Members were informed that no applications had been received. It was agreed that the Parish Field would therefore be left fallow for a year unless any late applications came forward.
(c) Defibrillator
Members received a report from Cllrs Southcombe and Whale advising that it will cost around £1,500 to purchase a defibrillator and locked cabinet. The businesses around the Green would be prepared to display notices on their premises indicating where the defibrillator is sited together with the number for the keypad to unlock the cabinet. The local businesses would also be happy to attend CPR training if arranged. After discussion, it was agreed to pursue the project. Cllrs Whale and Southcombe agreed to source a suitable unit and cabinet and look into arranging CPR training. The clerk would look into funding and seeking formal permission from TDC to use the bus shelter to hang the cabinet
(d) District of Teignbridge (Off-Street Parking Places) Order 2016
Members considered a Notice of Proposals affecting parking charges in Widecombe car park. No objections were raised.
(e) Annual Parish Meeting
The clerk advised that the Church House Committee would prefer if the Parish Council would propose the suggestion to look into the possibility of building a new village hall at the Annual Parish Meeting, as a neutral party. Members were disappointed about this as it was the Church House Committee who had initiated the idea. However, as the meeting has been advertised, the Chairman stated that he would be prepared to read out a prepared statement drafted by the Committee. Members of the Committee would be present at the meeting to answer questions. Cllr Southcombe added that she had recently visited Meldon Village Hall and would be happy to arrange a visit.
3962 PLANNING
(a) New applications:
None received.
(b) Decisions:
(i) 0022/16 - Single storey lean-to extension, Broadaford, Widecombe-in-the-Moor
Members noted that DNPA has granted conditional planning permission.
(ii) 0672/15 - Extension to existing barn to provide covered feed area, Blackdown Piper, Widecombe-in-the-Moor
Members noted that DNPA has granted conditional planning permission.
(iii) 0663/15 – Two-storey extension, kitchen and bedroom extension, first floor bedroom extension and replacement porch, Drywell Farm, Widecombe-in-the- Moor
Members noted that DNPA has refused to grant planning permission
3963 FINANCE AND GOVERNANCE
(a) Payments for approval:
The following payments were approved:
 Cheque no 000910 - Clerk’s salary and disbursements - £256.82
 Cheque no 000911 - Widecombe Pre-School - £500 (grant approved 21 May 2015, minute 3849d) (s.137 LGA 1972)
3964 HIGHWAYS
(a) The condition of Southcombe Hill was raised. It was reported that there are numerous potholes and the road is virtually impassable in places. A drain cover is broken outside Willow Cottage and is in need of repair.
(b) Members noted that the B3387 from Mill House to the Green will be resurfaced on 7 & 8 April. The road will be closed between 7pm-7am and letters will be issued to all residents affected.
(c) Cllr Booty informed members that he had attended a meeting with DCC officers to discuss a proposed scheme to reduce the damage caused to Newbridge. He reported that there will be no physical restrictions put in place. Instead a camera will be erected in the car park pointing at the bridge which will be monitored by DCC. Signs will also be erected to warn people about the camera. Planning permission is required and DCC will not carry out any repairs to the bridge until the camera is in position. 3965 CORRESPONDENCE
(a) Members received a letter of thanks from Widecombe PCC for the Parish Council’s grant of £200 towards the upkeep of the graveyard.
3966 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
Cllr Morley reported that the stile at the bottom of Widecombe Hill on the footpath which goes across the field that runs parallel to the East Webburn has not yet been repaired. The clerk will remind Bill Allen (DNPA). The Chairman advised that DNPA is intending to restore the Venton track on to the moor. Funding of £34,000 had been made available to carry this out. Cllr Whale advised that a number of finger posts are missing. He agreed to make a list of locations so this can be referred to DCC for attention.
There being no further business, the Chairman closed the meeting at 8.33pm.
