OPEN FORUM
Anthony Beard informed members that there was a low limb on the chestnut tree at the far end of the green near the Millennium stone which needs lopping as it is a potential hazard for people walking by it.

3724 DECLARATIONS OF INTEREST
Members were reminded of their responsibility to update their Notice of Registerable Interests and were invited to state whether they have any interests in the items to be discussed during this meeting in accordance with the council’s Code of Conduct.
No interests were declared.
3725 REQUESTS FOR DISPENSATIONS
No requests were received.
3726 RATIFICATION OF MINUTES
The minutes of the meeting of the Parish Council on 5 June 2014 were approved and signed by the Chairman as a true and correct record.
3727 POLICE REPORT
PC Andy Dudley was unable to attend but wished to advise members that he has contacted DCC with regard to the condition of the road at Stone Hill. The reply was: ‘Due to budgetary restraints, I have no date for it being fixed yet. It is on the list to do, but with limited financial resources, priority has to go to higher maintenance category roads.’
3728 COUNTY COUNCILLOR’S REPORT
Cllr Gribble stated that he was looking forward to seeing the new parking restrictions being installed at Newbridge and Spitchwick. Cllr Nosworthy commented that the map which had been supplied by DCC as part of the consultation process was inaccurate and misleading. Cllr Gribble responded that he would look  into this.
3729 DISTRICT COUNCILLOR’S REPORT
No report.
3730 DELEGATE REPORTS
Cllr Tempest reported that she had attended the WDSG AGM on 13 June. There was nothing specific to report – everything is running okay but they need more members. They thanked the Parish Council for their continued help and support. Cllr Tempest reported that she had also attended the Church House AGM on 14 June. She advised that an asbestos survey has been carried out and was clear. The National Trust has replaced the tiles over the stairs and will do work on the windows over the summer holidays. The hall will also be decorated over the holidays. The pre-school has put forward a proposal to refurbish the toilets but they still need to cost it in full. The next soup evening will be on 7 November. 
3731 MATTERS ARISING
(a) Project X
Stella West-Harling gave a presentation about her proposed Project X.
[Project X is intended to be a working heritage centre which tells the story of 'from farm to plate' on Dartmoor. It incorporates the heritage farming equipment housed in an exhibition area, with interpretation centre; an education centre for the Dartmoor Diploma and Rural Skills, and the education centre also delivers two aspects of farming to school children from Greater Dartmoor (heritage, skills and food production and growing, and skills training in cookery).  The major part of the project is the Dartmoor Community Kitchen Hub which will deliver a school meal service to small schools on Dartmoor who are without adequate services themselves, and will also deliver social meals to the elderly and infirm on Dartmoor. The DCKH will act as the funding body to enable the project to be self-financing and secure its future].  She emphasised that this project is a community choice. She does not want to impose something not wanted by the community. The pre-planning application indicates that, in principle, the proposal is supported by DNPA.  A letter from the Director of Planning was circulated to all those present at the meeting which set out DNPA’s position with regard to the proposal. With regard to the land, the ownership will be transferred to a Community Interest Company on a 20 year lease granted by the owners of North Hall.  There were concerns from members over the proposed entrance as a right of way would need to be granted over privately owned land. Ms West-Harling stated that this is being looked into. The project, involving the supply of meals to schools, will not include Widecombe School at present as it has its own kitchen. However, 890 school meals from other Dartmoor schools have already been requested.  It was acknowledged and agreed that the next step would be to inform the community of the project by inviting them to attend a public meeting. Each household will be invited to attend. A temporary website has been set up – www.day-ellison.com/projectx - to find out more about the project.
(b) Widecombe Fair 2014   Tony Hodgkiss informed members that the traffic arrangements for this year’s Fair will remain much the same as last year save that this year the traffic will be stopped at 9.00am on the morning of the Fair rather than 8.00am as in previous years. He also informed members that there was concern that road closure signage for the Tour of Britain (2 days later) would be erected by DCC before the Fair. County Cllr Gribble however, had been very helpful and assured the Committee that signage would not be erected until after the Fair had taken place.  It was acknowledged that the public address system did not work at the Village Green.  Roger Foord-Evans informed members that over the course of the year he had been looking at the risk assessment.
(b) Library Services  Members received correspondence from DNPA seeking the parish’s view on the future of library services. There were no comments made.
(d) Strimming around the village  Members agreed that Geoff Partridge should be asked to carry out the strimming around the village (before and after Widecombe Fair) as in previous years.
3732 FINANCE
(a) The following payments were approved:
Cheque no 000854 – Clerk’s salary and disbursements (July & August) - £442.77
Cheque no 000855 – Grant Thornton (External audit fee) - £120
Cheque no 000856 – HMRC (PAYE) - £144.60
3733 PLANNING
(a) New applications/appeals
(i) 0294/14 – Cover for dung store at Great Cator Farm, Widecombe-in-the-Moor  Members had no objections to this application.
(ii) 0334/14 – Construction of a highly sustainable new build single family dwelling to provide essential accommodation for a stock manager at Blackdown Piper Farm, Widecombe-in-the-Moor After a discussion, members agreed to object to this application on three grounds:
(i) That it is sporadic development;
(ii) It will have a detrimental visual impact; and
(iii) The size of the building is excessive for the purpose for which it is intended (i.e.an agricultural worker’s dwelling) (iii) 0341/14 – Extension and alterations at Bonehill House, Widecombe-in-the-Moor Members had no objections to this application.
(b) Decisions
There were no decisions to report.
3734 HIGHWAYS
(a) Members received and noted a response to Mr Rennells’ letter from DCC.
(b) Members received and supported the traffic order proposal for Newbridge and Spitchwick which Cllr Gribble mentioned in his report at item 3728.

3735 CORRESPONDENCE
(i) Members received an email from a parishioner informing them that Teignbridge District Council is neglecting to maintain the village graveyard. It was stated that the last cut was at the end of May and it was not cut at all during June. The same applies to the road on entering the village – the complainant stated that it is not good enough to put up signs and do nothing for months e.g. Stone Hill (Cockingford). The Parish Council was asked to put pressure on Teignbridge to do a better job. District Cllr Jeffery stated that he would follow this up with the District Council.
(ii) Members received a letter of thanks from the Tug of War team thanking them for allowing them to use the village green for a recent event.  Other items for information only were placed in the circulation folder or emailed direct to members.
3736 MATTERS OF INFORMATION AT THE DISCRETION OF THE CHAIRMAN
The Chairman informed members that an event entitled ‘A Time to Remember’ was being held on 20 August at Leusdon Memorial Hall, 2-5pm to commemorate the start of World War I. The Chairman thanked Peter Rennells for arranging this.
Cllr Routley informed members that there was a party at Spitchwick on Saturday 21st June involving young kids and loud music etc which went on beyond midnight. It is believed that these would be taking place every 3 weeks. It was agreed to forward this information to PC Dudley.
There being no further business, the Chairman closed the meeting at 9.13pm.
