Minutes of the meeting held at Church House, Widecombe on Thursday 1st March 2007

PRESENT: Mrs.M.Phipps (Madam Chairman), Mr.S.Booty, Mrs.Came, Mr.S.Morley, Mr.R.Newbolt-Young (Vice), Mr.M.Nosworthy, Mr.Pascoeand Mr. Tame.

APOLOGIES: Mrs.Tempest

IN ATTENDANCE: Three members of the public and the Clerk Mr.P.Roper.

PUBLIC COMMENT/POLICING MATTERS

  1. Madam Chairman welcomed Mr. Retallick, Widecombe’s representative on the DNPA committee. He made comment about his role in representing the views of the parish and the Council.
2852 MATTERS ARISING FROM THE MINUTES
  1. Use of The Green for a Farmer’s Market: the Clerk reported that he had received a telephone call from Richard Holmes in response to his letter following the last meeting of the Council. After discussion it was decided to take a vote on whether to proceed further with negotiations. A majority vote decided that two Council representatives should meet with Mr.Holmes and his partner to see what common ground existed. A report back will be made at the next Council meeting in April.
  2. Tree Inspection: Cllr. Tame (Tree Warden) reported that the work on the tree on The Green would shortly take place and that DNPA will award a grant towards the cost of £180. Mr. Newbolt-Young raised the question of indemnity insurance should the tree cause an accident. It was felt that the existing £5m cover was sufficient as the Council has conducted a Risk Assessment and informed the Insurance Company of the Council’s use of The Green.
  3. May 2007 Local Elections: the Clerk reported that TDC has not yet produced the schedule and nomination papers but that he hoped they would be ready by the next meeting. He also reported that he has placed an article in The Parish Link inviting prospective candidates to either contact the Clerk or current Council Members for further details.
  4. Use of The Green by Leusdon Church: a request has been received for use of The Green by the Church on 14th August 2007. This was agreed.
  5. First Steps Homes Appeal: the Clerk distributed copies of the representation to be sent to the Planning Inspectorate. This was approved. Mr.Pascoe commented that the number 12 of family homes, mentioned in the representation, in the village included a number a unoccupied dwellings and/or second homes.

2853 PLANNING

  1. Weekly Lists sent weekly to the Chairman and placed for circulation.
  2. Grant of Planning for: Installation of solar water heating collectors at Rowden (Listed) Hannaford Cottage: 0156/06
  3. Appeal by Mr Rainey at Lake Farm: decision of the Planning Inspectorate is to dismiss the appeal.
  4. 0106/07: Proposed replacement of slating at Higher Tor Farm: No Objection
  5. 0116/07 and 0139/07 (Listed): extension to kitchen and refurbishment & conversion of barn to letting accommodation at Rugglestone Inn. Decision of Council to have No Objection.

  1. TDC: Agendas and Minutes, (Budget), Summer Events and Strategic Parnership.
  2. DNPA: Minutes and Agendas.
  3. DCC: None
  4. DAPC: envelope of various items.
  5. Communities and Local Government: Consultation on Amended Code of Conduct.
  6. Various other Magazines/Documents plus above all placed for circulation to Councillors.

2855 HIGHWAYS

  1. Highway Maintenance: map highlighted to show pot holes for DCC.
  2. Church Lane Head verge and finger post: the Clerk read a reply from DCC Highways.
  3. Temporary Road Closure notice at Poundsgate 5-9th March: notice posted on Notice Board.

2856 DELEGATES REPORTS

  1. Dartmoor Access Forum: Mr.Booty reported critically on the value of attending.

2857 MATTER AT DISCRETION OF MADAM CHAIRMAN

  1. Mr.Nosworthy reported that the Green at Leusdon was being abused by car drivers skidding and churning up the turf, largely during week-end evenings. This will be reported to the police.

2858 FINANCE

  7. The Audit Commission has been appointed to continue as the External Auditor for the Council.

There being no further business the Chairman closed the meeting at 9.00 pm.
